The starting code is only an example. This checks the format and check digits; it can't tell you whether the code is in use or who it belongs to.
What an ISIN is
An ISIN identifies a security, such as a share or a bond, under the ISO 6166 standard. It has 12 characters: a two-letter country code (or XS for international bonds), a nine-character national code, and one check digit. US ISINs contain the CUSIP and UK ones the SEDOL. The example here is Apple's shares.
How the check works
Turn each letter into a number (A is 10 up to Z at 35), then run the Luhn check, the same check used on card numbers, over the digits. The last digit is chosen so the check passes. Passing doesn't prove the security exists; your broker or the issuer's documents confirm that.
