The starting code is only an example. This checks the format and check digits; it can't tell you whether the code is in use or who it belongs to.
What a CBU is
A CBU (Clave Bancaria Uniforme) is the 22-digit number that identifies a bank account in Argentina. A CVU (Clave Virtual Uniforme) is the same layout for digital wallets. The first block of 8 digits is the bank (3), the branch (4) and a check digit; the second block of 14 is the account (13) and a check digit. The example here is made up.
How the check works
In each block, the digits are multiplied by 7, 1, 3 and 9 in a repeating pattern that ends on the digit next to the check digit, then added up. The check digit is what brings the total up to the next multiple of 10. A typo in one digit always fails, but passing doesn't prove whose account it is, so confirm the name with the person you're paying.
