How the fee is worked out
Most card and online payment providers charge a percentage of the payment plus a fixed amount per payment. Fee = payment × rate + fixed fee. On 100.00 at 2.9% + 0.30 that is 2.90 + 0.30 = 3.20, so 96.80 reaches you.
The fixed part hurts small payments most. On a 5.00 payment the same rate takes 0.45, a real rate of 9%. If most of your payments are small, compare providers on the fixed fee, not just the percentage.
What to charge to receive the full amount
You can't just add the percentage on top, because the provider takes its percentage of the higher total too. Charge (amount you want + fixed fee) ÷ (1 − rate). To receive 100.00 at 2.9% + 0.30, charge 100.30 ÷ 0.971 = 103.30.
Can you pass card fees on to customers?
It depends where you and your customer are. Surcharges on consumer card payments are banned in the UK and the EU, and some US states restrict them. Building the fee into your price is allowed almost everywhere. Check your own country's rules before adding a surcharge line.
